Understanding users to design an effective knowledge platform

UNOPS sought a partner to help them conceptualize, design and build a platform for the Knowledge for Reform Action program that would cater to various stakeholders and ultimately serve as main resource for EU accession efforts.

How do we build a platform for a wide variety of users to exchange information, collaborate, and ultimately utilize the platform as a main resource for European integration efforts?

Background

Norway has committed to support “Reform Action in the Western Balkans” and selected UNOPS Austria Multi-Country Office as its implementing partner. The program provides assistance to government institutions across Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia and Serbia as they pursue EU integration and engage in reform processes. We worked with UNOPS to understand the ecosystem of stakeholders, and built a platform to serve each of their needs.

Approach

Our team conducted workshops with UNOPS staff to understand their overall goals and objectives for the knowledge platform. Based on the findings, we identified the main user audience (donors, government decision-makers, and partners of the K4RA initiative) and their objectives for using the platform in order to create functionalities and features needed.

Our content and asset planning incorporated the needs of these three stakeholder groups as the primary users of the platform, while also considering the requirements of the general audience when selecting content for the website. We aimed to make the platform intuitive and responsive to users, and worked to ensure that information was concise, easy to read, and not overwhelming

We analyzed the user journey through scenario planning and identified potential issues users faced when accessing the website. This helped us streamline the website functions for a faster and more user-friendly experience.
